sure man. First you need the pic. For light I think loooong exposure is the best. 20-30sec. For that you need a solid tripod and really avoid the smallest movement on the camera (wind for example). Once you get a nice trace like that in the pic it's more editing than anything. I turned the temperature faaaar to the blue so it would give that crazy effect of red and blues. Vibrance is really hight so as contrast. All that is done in lightroom.
Then some extra stuff in photoshop (I cleaned out some buildings on the side, lowered the noise by surface blurs and stuff) and at the end end of the process (last step) you apply a smart sharpen on some parts.
